I brought up the following point at the UN and it was suggested that we vote on it: Abstentions should be frowned upon if not disallowed. If an issue is important enough to be brought to a vote, all teams have a stake in the decision and should vote one way or the other.

I like how you put abstain as an option. Will I get beat if I mark abstain?

What is this poll exactly deciding? Whether or not abstentions are allowed? If I vote "yes" does that mean no abstentions will be tolerated, or that abstentions are fine? The wording of the poll is ambiguous to me.

You are deciding if a team should be allowed to abstain from a UN vote. If you recall in one of the ISDG games a team or two abstained from voting on an issue and the measure failed as a result.

I abstain, the poll is ambiguous.

By the power vested in me as a Citizen of Netatolia, and the constitution of democratic judgement I, Dauphin, by hereby declare that I have correctly and timely voted in this poll.
Abstentions should be allowed, but the vote is tallied as if that civ were no longer in the game. (so if a 2/3 vote is needed its only 2/3s of those that voted)

I thought it was already like this. Explains why I did not understand this poll.
For the poll, I don't care if a team doesn't want to express their vote because they'll still have to abide by the outcome.
