Newbie-Exploration Across Ocean
I have taken control of an island. One of my cities has a port and a harbor with a Galley onto which I have loaded a Spear man and Settler. I can't seem to get the Galley to move out of the waters beyond my cities radius. What can I do?

Could it be because you don't have an open borders agreement with your neighbours?
