If there is not a minimum of 2 Hoplites in a city at all times other than right after it is established, why not? Once you get 2 Hoplites people, don't you dare move them out at this point in the game. You never know, the Russians could land an army right by orange, so we need to have our cities fortified. I don't know where our hoplites are, but I doubt that we would have lost Ellipi and R.S.H. if we had 2 or 3 Hoplites fortified in each.
